SUBJECT: 2008 Salary Survey Recommendations
The Salary Survey Committee and Evergreen Solutions concluded the Market Salary Survey process in June 2008. The committee has reviewed all the salary survey data by position and classifications; current pay range structure and structure options; and additional classification adjustment recommendations from the consultants. The Salary Survey Committee offered the following recommendations:
1. Adopt the Plan 2 Pay Range Structure developed by Evergreen Solutions which provides for the following:
a. ClassificationA11–C55salaryrangesetbasedona45% minimum to maximum pay range spread.
b. Establish salary range sets (broadbanding) of D1 – D3 for current classifications D61 – D75.

2. Review the following 11 positions for reclassification based on the salary survey data and submit for review and concurrence by the C3 Committee.
a. SkilledCraftspersonnel–B22toB23(9positions)
b. PrintShopTechnician–B21toB23(1position)
c. HR Recruiting Specialist – B23 to B24 (1 position)

The reclassification recommendation is based on the salary survey information which placed the positions outside of market parameters within existing salary range sets.

The C-3 Committee has reviewed the recommendations for reclassification and concurs with the recommendation.

3. Discontinue the practice of adjusting salaries to the mid-point effective June 30, 2013. The survey validated the ranges established in 2004 and our current trend in movement across salary ranges. It is important that we honor the existing policy until 2013 at which time all staff employed prior to the initial survey will have received the promised benefit.
4. Eliminate the practice of redlining*. The recommendation is based on the following:
a. Thepracticelimitsthecompany'ssabilitytobeequitableacrossall ranges and university positions.
b. Thepositivefiscalimpactisminimal,whilethenegativeimpacton employee moral crosses all positions and is widely viewed as an unfair practice.
c. The practice of redlining is not widely used and if used, is often circumvented by other pay practices.
d. Thepercentofmarketthecompanyusestodeterminemid-pointis the 50% of median salaries. Consequently the maximum of the ranges is not truly indicative of market maximums but market medians. Additionally range spreads are established using theoretical assumptions on across the board increases over a five year period.
Additional recommendations will be forthcoming related to outstanding performance/pay for performance and practices for movement of reclassified positions. The committee is awaiting additional information from Evergreen Solutions before recommendations can be presented.
